Course Description

The Duty to Intervene in law enforcement should go well beyond incidents of excessive use of force. When officers believe that they have a professional and/or moral obligation to lodge a complaint of wrongdoing, whether inside or outside of their agency, they are often entitled to protection from whistleblower retaliation under numerous state and federal legislation. 

Public trust in law enforcement depends on the willingness of law enforcement professionals to “speak up” when they become aware of unlawful police practices, misuse of public funds or unlawful discriminatory practices. Agency leaders must ensure that these individuals are not unfairly targeted for investigation, discipline, or other negative employment actions that could dissuade others from coming forward in the future. 

This webinar training is designed to assist agency leaders and rank-and-file officers in navigating the municipal, state, and federal legal protections that apply to law enforcement officers who claim to be acting as “whistleblowers” in lodging complaints of wrongdoing.

| Attorney Matt Dolan

Matt Dolan is a licensed attorney in the State of Illinois, who specializes in training and advising public safety agencies in matters of labor and employment law. His practice experience focuses on employment discrimination claims brought under federal law, including Title VII of the Civil Rights Act of 1964 ("Title VII"), the Americans with Disabilities Act ("ADA"), and the Age Discrimination in Employment Act ("ADEA"). He received his Bachelor's Degree in Political Science from DePaul University and his J.D. from Loyola University Chicago School of Law.

Matt serves as a public safety instructor with Dolan Consulting Group. He has trained and advised thousands of public safety professionals throughout the United States in matters of legal liability related to personnel management.
