Course Description

In recent months, issues surrounding vehicle and foot police pursuits have come under increased public scrutiny. Elected officials and community activists across the country are calling for a fundamental “reimagining” of police operations in this and other areas of police operations.  Many law enforcement leaders are revisiting their policies, procedures and training to ensure that they are doing everything possible to appropriately manage the risks posed to officers and citizens as it relates to pursuits.

In this two-hour webinar, Attorney Matt Dolan will review the sources of liability incurred by law enforcement agencies when engaging in pursuits of suspects, the importance of giving officers clear guidance for decision-making in the field and the necessity of developing policies in light of local community priorities.

Topics covered will include:

  • Liability under federal law and the “shocks the conscience” standard
  • Liability under state law—looking at what your state law allows versus what it requires
  • Ethical and public safety implications of your pursuit policy

| Attorney Matt Dolan

Matt Dolan is a licensed attorney in the State of Illinois, who specializes in training and advising public safety agencies in matters of labor and employment law. His practice experience focuses on employment discrimination claims brought under federal law, including Title VII of the Civil Rights Act of 1964 ("Title VII"), the Americans with Disabilities Act ("ADA"), and the Age Discrimination in Employment Act ("ADEA"). He received his Bachelor's Degree in Political Science from DePaul University and his J.D. from Loyola University Chicago School of Law.

Matt serves as a public safety instructor with Dolan Consulting Group. He has trained and advised thousands of public safety professionals throughout the United States in matters of legal liability related to personnel management.
