Course Description

This two-hour webinar training is intended for law enforcement leaders responsible for developing and implementing effective policies and procedures in their agencies. Attendees will gain a working knowledge of the essential principles of policy development, which are intended to ensure consistently professional performance by agency members in a way that meets ethical and legal standards. 

Best practices in creating policies and procedures will be examined in a way that is designed to benefit those who are new to policy-making as well as veterans of the process in search of new approaches to this critical process. The webinar training will include a discussion of the critical steps of identifying high risk/critical tasks, creating over-arching policies, formalizing procedures necessary to further stated policies on a regular basis, and embedding a process of policy review and revision as one that is ongoing within the agency. 

Prioritizing high risk/critical tasks in policy-making

  • The purpose of policies and procedures—clarifying the “rules of engagement” for officers
  • Avoiding a “liability gap” in which agency practices fail to match written policy
  • Creating policies and procedures that are clear, concise, realistic, and relevant to your particular agency and jurisdiction
  • Policy review and revision as an ongoing process in light of changes in technology, case law, and community expectations

| Attorney Matt Dolan

Matt Dolan is a licensed attorney in the State of Illinois, who specializes in training and advising public safety agencies in matters of labor and employment law. His practice experience focuses on employment discrimination claims brought under federal law, including Title VII of the Civil Rights Act of 1964 ("Title VII"), the Americans with Disabilities Act ("ADA"), and the Age Discrimination in Employment Act ("ADEA"). He received his Bachelor's Degree in Political Science from DePaul University and his J.D. from Loyola University Chicago School of Law.

Matt serves as a public safety instructor with Dolan Consulting Group. He has trained and advised thousands of public safety professionals throughout the United States in matters of legal liability related to personnel management.
