Course Description

Public safety professionals tasked with conducting background investigations of would-be employees play a vital if often overlooked, role in the future of an agency.  The department is only as good as its people and, therefore, the task of preventing unqualified applicants from falling through the cracks of the hiring process is as important as any aspect of a public safety agency’s operations.

This training will focus on creating agency-specific policies and procedures to ensure that all applicants are investigated in a manner that is thorough and lawful.

  • Identifying best practices for background investigations in light of possible statutory limitations
  • Recognizing and minimizing liability in the hiring process
  • Creating consistent policies and procedures for background investigations
  • Recognizing the long-term liability associated with hiring unqualified applicants

| Attorney Matt Dolan

Matt Dolan is a licensed attorney in the State of Illinois, who specializes in training and advising public safety agencies in matters of labor and employment law. His practice experience focuses on employment discrimination claims brought under federal law, including Title VII of the Civil Rights Act of 1964 ("Title VII"), the Americans with Disabilities Act ("ADA"), and the Age Discrimination in Employment Act ("ADEA"). He received his Bachelor's Degree in Political Science from DePaul University and his J.D. from Loyola University Chicago School of Law.

Matt serves as a public safety instructor with Dolan Consulting Group. He has trained and advised thousands of public safety professionals throughout the United States in matters of legal liability related to personnel management.
